POSITION DESCRIPTION:The Senior Transportation Planner will manage a variety of transportation planning projects.  These projects may be citywide in scale or focused on a specific transportation corridor, neighborhood, or station area. Representative projects include station access plans for new light rail stations, updates to citywide modal master plans, or policy updates to the Comprehensive Plan Transportation Element. The ideal candidate will be a person with broad urban planning and transportation planning skills who can work on a variety of projects. The person in this position will develop and lead public engagement strategies, and interact on a regular basis with other City and agency staff. The incumbent will also support department goals in promoting diversity, equity, and social justice. This position reports to the Transportation Planning Manager.
JOB RESPONSIBILITIES:

  • Serve as project manager or participate in technically complex, difficult, and sensitive interdisciplinary transportation planning studies.  Develop and track project budgets, scopes, schedules, and performance measures; procure consultant services; manage staff and consultant teams; work with agency partners; manage risks; and develop and implement public engagement plans.
  • Analyze transportation systems and policies; identify needs and potential solutions, including evaluation of alternatives; recommend policies, plans and projects; prepare reports of findings, and ensure implementation of proposed solutions.
  • Conduct, manage, or collaborate on transportation modeling and financial analysis
  • Coordinate review of transportation policy development with other governmental agencies; review policies, plans and regulations of other jurisdictions to assure consistency with City policies; organize and serve on multi-agency technical review committees; serve as an interagency coordinator and representative for SDOT
  • Brief and deliver presentations to the public, management staff, and elected officials; provide information for various public information materials
  • Perform other related duties of a comparable level/type as assigned

QUALIFICATIONS:Required Qualifications:
  • Bachelor's degree in public policy, transportation planning, urban planning, civil engineering, or a related field.
  • Three years of transportation planning experience.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
A combination of education, training, or experience which demonstrates an equivalent background to the required qualifications will be considered.

Desired Qualifications:
  • Three years of experience managing transportation planning projects, at either a citywide, or subarea/neighborhood scale.  This could include modal plans, comprehensive or subarea plans, or corridor plans or studies.
  • At least three years of experience briefing and making recommendations to senior management, elected officials and representatives of other public agencies; communication skills (written and oral) that are effective and persuasive with a wide diversity of people; superior writing skills, including grant writing experience.
  • Experience serving as representative of agency on multi-agency committees and leading staff teams.
  • Experience organizing public engagement plans and activities.
  • Analytical experience with transportation and financial models such as travel demand models, transportation impact analysis, transportation-related revenue models.
  • Demonstrated ability to independently set workload priorities; plan, direct, coordinate and review the work of assigned team members; and, work with demanding and competing deadlines.
  • Ability to multi-task and manage priorities in a dynamic work environment.
  • Good judgment and demonstrated ability to handle sensitive issues with diplomacy and poise, and the ability to gain management confidence. 
  • Ability to use word processing, spreadsheet, presentation, database and analysis software to prepare reports, track and administer grants, and develop briefing materials.
  • Proficient with ESRI ArcGIS and the Adobe Creative Suite.
  • Graduate degree in relevant subject area.
  • Membership in the American Institute of Certified Planners (AICP).
  • Multilingual ability a plus
Certifications/Licenses:
  • Driver's license or evidence of equivalent mobility.
